Novotny has been appraising personal property professionally since 1993. He has appraised over 15,000 properties for many clients and purposes. He was accredited by the International Society of Appraisers (ISA) in 1996 and requalified in 2001 and 2006.

 

Between 1979 and 1998  Novotny owned a 21,000, 8,000 and a 3,200 square foot antique, used furniture, general used household contents, decorative arts and rare record retail store and gallery. During that period he essentially bought and sold most types of personal property, both appreciating and depreciating. Novotny typically purchased from private sellers, frequently by the houseful, and at weekly Southern California estate auctions. He bought and sold and collected Native American and Asian artifacts. He provided antique restoration services during the 1990's. He exhibited at antique shows in California, and at several Southern California antique malls during the 1990's. He retired from retail sales in 1998, but remained active in the production of professional estate sales and the orderly liquidation or residential contents on site.

 

Novotny has taught the the 15 hour Uniform Standards of Professional Appraisal Practice (USPAP) class yearly since 1997. In 2002 he became the first personal  property appraiser to become an AQB Certified USPAP Instructor (#10138) through the Appraisal Foundation in Washington DC. He was recertified by the Appraiser Qualification Board (AQB) in 2005 and 2007. Only an AQB Certified USPAP instructor can teach the National 15 hour USPAP class.

 

Novotny is uniquely qualified for litigation support and other appraisal assignments based on his extensive background with many personal property types, his experience in the relevant market levels, his years of teaching valuation courses including appraisal theory, methods, report writing and standards and especially USPAP.  Novotny has assisted many attorneys through appraisal reviews, and by providing litigation support as an expert witness through formal reports or oral testimony. He specializes in cases in which the property cannot be inspected. In 2008 he published an article entitled "Equivalent Samples" in the Journal of Advanced Appraisal Studies relevant to assignments without the opportunity to inspect the property. These qualifications, his strong academic background, along with his extensive market experience prepares him for many appraisal assignments..
