William Novotny is an AQB Certified USPAP Instructor

In the late 1980's The Appraisal Foundation (TAF) was established to protect the public and authorized by Congress to be the source of appraisal standards (ASB). The Uniform Standards of Professional Appraisal Practice (USPAP) were established by the ASB under The Appraisal Foundation (TAF).

Only an AQB Certified USPAP Instructor, such as Novotny, is authorized to teach a National USPAP Course


Novotny has repeatedly taught the 15 Hour or 7 Hour Update National USPAP courses yearly since 2003, and most recently taught the 15 Hour USPAP in January 2012
.

In 2002 Novotny was certified as a National USPAP Course instructor by the Appraiser Qualification Board (AQB) of The Appraisal Foundation (#10138). He was the first personal property appraiser to attain this distinction. He has retained this certification since then and was last recertified by the AQB in October of 2011 upon his successful completion of the Instructor Recertification Course and renewing his contract. He is currently certified until April 2014.

USPAP is widely recognized by regulators, government agencies, the courts, the insurance and banking industry, appraisers and typical users of appraisal services as the minimum standard for appraisals.

A USPAP Update Course is necessary

To fully comply with USPAP an appraiser must take an update each time a new edition of USPAP is published such as in 2012.

An Appraisal Foundation Q&A addresses the importance of appraisers attending a USPAP update course which:
"... concentrates on the most recent changes to USPAP, common problem areas, and application of USPAP to real world situations. This course is appropriate for practicing appraisers who already have a baseline understanding of USPAP, but need to be apprised of recent developments and updates affecting their appraisal practice. The 15-hour National USPAP Course is geared to the beginning appraiser who has a limited understanding of USPAP. The coverage and treatment of changes or emerging issues is not the focus of the 15-hour course; thus it does not meet the educational objectives of the 7-Hour course." (AQB Q&A June 2010)
Online Personal Property USPAP Update Course Announcement

On October 12, 2010  Appraisal Course Associates announced that three Personal Property Online USPAP Update Courses are available. ACA online USPAP Update courses have a personal property focus. There is no exam required.

The ACA USPAP Update Courses were developed by Bill Novotny, a current AQB Certified USPAP Instructor. These courses review all changes to USPAP back to 2006.  Novotny is currently developing a 2012-2013 Online USPAP Update Course that is expected to be published by ACA before June 2012.

In addition to covering the newest changes to USPAP, ACA's USPAP Update Courses also covers common USPAP violations, problematic and often misunderstood USPAP issues that are frequently encountered by the personal property appraiser. Important personal property issues are addressed by means of Q&A, FAQ, real world scenarios and, finally, by a major case study that follows a hypothetical appraiser, John Morgan, through an assignment from beginning to finish while discussing all related USPAP requirements.

ACA is a leading developer of USPAP-centered instructional books and courses for the personal property appraiser, and is recognized by The Appraisal Foundation as an approved USPAP course provider for personal property appraisers.

It was unnerving how much I learned compared to past USPAP courses. I learned a lot and found out how much I've forgotten. I really enjoyed the course and I thought that in particular the question and answer sessions were a great way to gauge what I know and where I need to focus more attention.  The explanations for each answer were really educational (even when I got the answer right).  I think you put a very comprehensive course together.  The case study at the end was a great real life example.  I learned a few things from that! I found all of lesson 6 (the case study) had tons of information that we as appraisers need to tuck in our brain so that it becomes an automatic way of thinking whenever we accept an appraisal assignment. USPAP Onsite Course Student Comments

Novotny has taught USPAP in many states since since 1998. He recently taught the 15 Hour National USPAP Course (personal property version) in Lincoln NE in August of 2011 at the request of the Professional Association of Appraisers - Quilted Textiles (PAAQT). Far East Asian Objects Class in Preparation

The College For Appraisers (CFA) recently requested Novotny to prepare a three day Far East Asian arts introductory appraisal course. To prepare for this course in October of 2011 Novotny began, once again, reviewing the general decorative arts history of China and Japan. In particular, he is focusing his study on ceramics, furniture (Japanese Tansu of the Edo, Meiji, and Taisho periods) and other object types (paintings, prints, lacquer ware, folk art, ivory carvings, Korean storage trunks called Bandaji, Japanese iron water kettles called Tetsubin and other object types). Novotny will help secure another expert appraiser to introduce oriental rugs and carpets. Contact CFA (714-952-2727) if you want to be notified when this course will be offered.
